I find that Kmail does not apply filters to new mail in other folders
than the inbox. This should really be possible.
For instance, my mail server puts all spam in a "spam" folder, and I
want a filter to ignore those mails so that they don't add to the "new
mail" count shown in the system tray.
I'm using disconnected IMAP accounts.

this is not a filter.
and select the folder, right click (properties) -> the second checkbox
is what you want.
