As I read in
http://packages.debian.org/changelogs/pool/main/k/kdelibs/kdelibs_3.5.3-1/changelog.txt
the kdelibs-bin package is not longer needed due to be merged with kdelibs4c2a.
A few days ago, aptitude was up to remove kdelibs-bin. I stopped
upgrading my system from then
to avoid trouble.
Maybe others do so as well.
If the package description would be changed to some "not longer
needed" stuff, everybody
(who reads that) would know better.

the package does not exists anymore in the archive, there is no such
thing we can do, and the changelog explains it all.
