I have experienced exactly the same problem. It seems to be exclusive to 
the ALSA output mode as I am able to run aRts through ALSAs OSS 
emulation without problems.

I am using a 2.6.15 kernel with the VIA 82C686A/B, 8233/8235 AC97 ALSA 
driver built-in and similarly v1.5.2-1 of aRts and the 1.0.11-1 
alsa-related debian packages (base, oss, utils).
