Refreshing a page causes the scrollbars to reset to the top of the page
(or to a <a name=''> mark, if the URL has a #label on it) instead of
restoring the scrollbars to where they were when refresh was pushed.
Konqueror should try to restore the view to the same part of the
page/frame on a reload. It would ideally do this even when a page is
only half-loaded, for slow connections.

you can achieve that by putting your cursor in the url bar and hit
'enter' to validate it again.
