The issue persisted even after removing the powerdevil package. After a lot of debugging, I found that KDE's kscreen does seem to poll the monitor to ask if it is on. Disabling that in Kde's system settings / Autostart seems to have solved the issue.
At this point I am not quite sure if the powerdevil was guilty of poking the display as well.
