I see that this bug was merged with #248890 but it is not obvious to me that this was really the same problem. It looks like that bug was KDE desktop environment not setting the locale variables for other apps, not KDE apps not respecting these variables when set. If this problem is also fixed (in packages in Debian), sorry for the noise.
