This build failure is happening for both qtwebengine-opensource-src and qt6-
webengine.  It probably is caused by a regression in another package on arm64 
that happened between December 18, when qt6-webengine 6.7.2+dfsg-9 built 
successfully on unstable, and December 22 when it FTBFS.

Nothing changed in the libavcodec-dev package during that period, so even 
though the proximate cause is an libavcodec error, it is probably some other 
package change that introduced the problem.

Do you have any easy ideas as to what the issue is before I dig into it more 
deeply?
