No. Logout is still possible on Plasma 6.2.4.

Where do you miss that menu option? In the Kickstart K menu which is 
usually reachable from the control panel bar?

Then it might just be its width – which is changeable by dragging the 
border. On my system logout is hidden behind the last option in the 
Kickstart menu. There is an indication of an arrow downwards on the last 
menu option and when I click that last menu option a drop down appears 
with logout option among others. Also KRunner still finds logout on my 
system.

If you have that logout option there, please close this bug report. In 
case you still disagree with the current menu layout, please take your 
disagreement upstream by reporting an upstream wishlist report. In any 
case of upstream issue you can help by reporting upstream. The Debian Qt/
KDE team is quite small and appreciates any help with that so they can 
focus on packaging instead of reporting and forwarding bugs upstream.

You could also see whether you can just put a logout button into your 
control panel bar directly for quick access. Also… depending on memory 
usage it might be possible to run several Plasma sessions of different 
users concurrently so you can still switch with Ctrl-Alt-F7, Ctrl-Alt-F8 
and so on. If you have questions regarding these alternative approaches 
please ask on debian-kde, not on this bug report. Thank you.

A design decision is the following: Once you selected a certain option to 
quit the current session, the by default 30 seconds confirmation screen 
only shows that option and the option to cancel the operation.
