On Debian 10 Buster: Associate with the phone, open the kdeconnect window
in the tray area, click the file browsing button: it errors out with
"A folder named ~/.cache/kioexec/krun/(numbers)/ already exists".

- find out your device id with kdeconnect-cli -l
- open your file manager on /run/user/$UID/<your_device_id>

As already mentions at https://askubuntu.com/a/1129886, the core issue is 
inside kio and that is fixed 2019 (https://invent.kde.org/frameworks/kio/-/
commit/3c18acc2229bf0824ee296791329ad74b6313ece).
So this bug is closed with a version released 2020.
