Unfortunately, I cannot reproduce this. kglobalaccel used to cause CPU spikes when inserting a USB device, but this behaviour has become significantly better over the years and definitely doesn't freeze the plasmashell for several minutes anymore. Can you monitor which application or process is maybe hogging your CPU when you plugin something ? Otherwise, I could suggest that you file a bug upstream. -- Med vänliga hälsningar Patrick Franz
