Supercedes, but does not provide a compatible interface (see, libqt3c102-mt is compiled with g++ 3.3, and libqt3-mt with g++ 4.0, which are not compatible). So, no, I'm afraid it's not possible to make libqt3-mt provide libqt3c102-mt, at all. If there's some external package that still depends on libqt3c102-mt and you'd like to see updated, you should contact the maintainer and ask for a recompilation, explaining the above. (Of course, if the package is in Debian, that warrants a grave bug...)
