Because one way to make transitions quick is not to tie them to other major changes. What is kdelibs broke on several architectures? That would slow down the transition for everyone. As the announcement of 3.5-rc1 packages stated, 3.5.0 will enter experimental once 3.4.3 has settled into unstable. 3.5.0 (well, parts of it) will appear on alioth beforehand; within a day or two, in fact.
