Based on the lack of opposition, it seems that the following is the consensus for packaging .bdic files.
1. The .bdic files should be compiled at package creation time. 2. The .bdic files should be included in the existing Hunspell language binary packages. 3. The .bdic files should be installed in /usr/share/hunspell-bdic. At this point, the only question left is where this should be documented and who should write the documentation. I am assuming that /usr/share/doc/ dictionaries-common-dev/dsdt-policy.html is the correct place for documentation.
