Hi, I can add a Breaks in kde-cli-tools but I won't stop the migration, because your situation is quite the exception. kde-runtime shouldn't exist on your computer anymore. It is an old Qt 4 library that was removed from Debian a couple of years ago. Why you still have it installed and why you never removed it, I don't know.
