No, the version of kdelibs-bin in Sarge (4:3.2.3-2) already depends on menu-xdg (I was looking at kdelibs and kdelibs4). So that is how I got menu-xdg installed a few weeks ago... So the problem I reported no longer exists for me so I am satisfied now with the resolution of this bug.
