id3v1 is my guess, then.

id3v1 tags are *supposed* to contain iso-8859-1 data. you should
perhaps use id3v2 tags.
also, can you tell us if other apps (e.g. noatun, juk, amarok) display
the tags properly? and, more important, what happens if you *edit* the
tag and input hebrew data? does then konqueror display it properly?
