When pressing ALT+TAB to change between windows, I can switch to another
window correctly when releasing the ALT key first.

However, when I release the TAB key first, the window list stays on the
screen an nothing happens. If I now press TAB once more, focus is
changed to the selected window.

I don't recall this problem from earlier times. It might be a result of
the mixed KDE 3.2.2/3.2.3 situation in sid for the time being...

I am not entirely sure, whether this belongs; whether kwin is the right
place to report this.
