Found a customized system umask[0] would work in all DEs exept for KDE or any program run within KDE. Then found a very popular correspondig KDE bugreport[1] but it was pointed out that other DEs are wrongly sourcing non posix shell config files on startup (other files then /etc/profile?) and that it is rather a kdm (or any *dm) issue. A bugreport for kdm[2] then had some good discussion on the problem and suggested a distribution policy.
