The people who do the packaging for Debian (aka Debian Developers) are
not the developers of the software, maybe you have missed that point.
The arts-devs are responsible for the manpages IMHO. Its nice, if the
maintainer writes his own, because the upstream dev doesn't provide one.
He is not responsible for this from my point of view.
