Since my timezone is Western Australian, i.e. GMT +0800, it appears that one is incorrectly subtracting local time and one is incorrectly adding it.
The smb:// issue may well be a bug in libsmbclient. I can reproduce this problem KDE 3.3 and KDE 3.4.1, as well as GNOME. The fish:// issue appears to be new in KDE 3.4.1. KDE 3.3.1 returns the date correctly.
