the version of kde-i18n-de I use is 3.3.1-1

Shouldn't there be a 

/usr/share/doc/kde/HTML/en/ksim/index.html  ?

ksim works on my computer now.

  No, there is no /usr/bin/ksim because ksim is a panel extension. You
  use it like this:

    Right click on panel -> Add -> Panel -> Ksim.
