Anyways:

Trying with 1:6.3.0-2 under GNOME (but the same symptoms are shown in
Xfce, too) in a Debian sid VM I get:

Doesn't hang here but says

"LibreOffice 6.3 - Fatal error: locale::facet::_S_create_c_locale name
not valid"

in a dialog box and then exits, with the same error printed on the
console

Then it also crashes in your third scenario and has the same message as
before otherwise.

So it looks like LOs locale handling (at least for hu_HU) has some problem...
Neither of these happen for my de_DE.UTF-8.

Are they using external liblangtag?
(though the only locale-related patch I see in LOs code for liblangtag
is to support ca_ES@valencia)
