TTBOMK LO just links with libGL. It loads Impress, yes, but it does that
always. It's not LOs job to initialize the mesa modules.

That "HW acceleration" thing has nothing to do with OpenGL. Yes, it's 
confusingly named. Read it as "Use Cairo".
