Further Discussion on IRC revealed that disabling the per-default enabled
[ ] Use Hardware acceleration which in fact is [ ] Use Cairo does *not* do an 
effect.

So I *think* this is not a bug how LO uses Gtk or whatever but in cairo itself.

Reassigning and marking libreoffice as affected. (I already retitled the bug to 
add
"with cairo 1.12"
