Because libreoffice (and it#s accociated packages) are in experimental; and its prio is so low that it won't be fetched per default. (not on dist-upgrades either) And libreoffice-core just has a dep on ure (>= 1.7.0+LibO3.3.0~beta3) LibreOffice UNO runtime environment which obviously matches 1.7.0+LibO3.3.0~rc1-1.. Hmm.
