The package is not unusable for fr_FR people. Don't misunderstand me, I see the need to register it for all of them too (that's why I actually did it already) but "grave" imho is a too high severity. The highest you can argue for imho is "important": "important a bug which has a major effect on the usability of a package, without rendering it completely unusable to everyone." compared to "grave makes the package in question unusable or mostly so, or causes data loss, or introduces a security hole allowing access to the accounts of users who use the package."
