In openofffice.org-voikko unregistering is done both in prerm and preinst. Prerm is handling remove and preinst upgrade & install. The point is/was that user might have self installed ooo-voikko, so also in the install case OOo should unregister any possible previous voikko extensions before registering the new one. I'm not sure if it's pointless for a Debian package to support this case or not. But maybe anyway unregistering on upgrade should be done in prerm, not preinst, for all packages?
