I think we should revisit the plan - when will 4.2 rc1 be released?

Because OOo 3.1 is supposed to be released in March and is adapted to
icu 4.0 + only one patch for arabic. I am not sure whether it's buildable
with system-icu when icu is 3.8...
(currently have a weird icu-related build failue on the newest snapshot,
will try whether it goes away when building with icu 4.0)

I think we should do the transition ASAP when you get the permission of the
RT to do so..
