IMHO they are not - but that is taste , I know :-)

No. Debian has no "Human" theme proper even, and what would you choose
in GNOME to make those icons effective? And overwriting icons of an other
theme is no option either.

No. Because in no way those icons should be used when you are using
the "normal" GNOME themes.
