i checked this on Fedora's OOo 2.3 and on a Localized Hebrew OOo (tk) 2.3.1

i don't have windows at home only at schools (work) so...
when UI is English the order is fine :
[align-left] , [align-center] , [align-right] , [justified] , [LTR] , [RTL]

changing to Hebrew UI i get:
[RTL] , [LTR] , [justified] , [align-right] , [align-center] , [align-left]
a mirror of the English UI

if the toolbar order can be pre-set then this issue is simple
but if a function is mirroring the English UI to Hebrew UI then...
it still needs to be solved, since it is quite confusing :-)
