This bug manifests in bulleted lists as well. When a list has multiple indent levels (eg., when you move cursor to start of line and press <TAB>), and you select part of the list and format Paragraph -> Background, eg. to gray 20% or red etc, the background coloring, on each line, ends at the "Paragraph indendation level" (ie format Paragraph -> Indents & Spacing -> After Text), which is good.
But at the start of each line, the background highlighting starts just before the first bullet (or number); so when that bullet or number is tabbed in to a different indentation level (even though format Paragraph -> Indents & Spacing -> Before Text is set to zero), the background highlighting does NOT line up, and looks MESSY. It is my position, that for the paragraph background highlighting should line up with the before and after paragraph markers (eg. on the top ruler), and not with the bullet or number position.
