it appears i have a similar issue, i'm trying to open a link to a document (in this case, ms doc file but in general any other oo document) with Hebrew characters as filename and i'm getting the same dialog as described in this bug report. first i thought it's Opera's bug then i filed a report with them but maybe it's an OO issue ?
