Because the style-packages then would not depend on any OOo package anymore? A lonley images*.zip lying around somewhere isn't really what the user will expect. If you actually would have looked further, you would have seen that any of those icon set packages depends on -common. (OTOH; depending on -common makes it not install OOo, though, that's a side-effect of your #375877...., making openoffice.org-common being installable and even proide a ooffice launcher but it does make sense alone) I am really tempted to remove the "fix" for 375877 and close this on..
