Curiouser and curiouser... Apparently this bug is still there, but I'm not sure if it has to do with OOo or KDE. Perhaps KDE is more likely. The effect is seen when copying text from a Konqueror window with Ctrl-C, and then pasting it into OOo with Ctrl-V. However it works correctly if I just select the text with the mouse, and then paste it into OOo with the middle mouse button. It also works correctly if I first copy it with Ctrl-C, then use the Klipper tool in the system tray and select the copied text, and then paste it into OOo with Ctrl-V. Copy-paste from other applications, such as konsole and korn, seems to work correctly.
