Please see bug report #393530 against apt-move: it says so
there and if the reasoning is right, its actually against
openoffice - ooo packages versioning breaks apt-move
(2.0.4~rc3-1 comes after 2.0.4-1).
apt-move is a convenient way to keep a local pool of installed
packages on a system (to burn to cdrom eg.)

This is nonsense.
$ dpkg --compare-versions 2.0.4~rc3-1 lt 2.0.4-1 && echo "true"
true
2.0.4~rc3 < 2.0.4. That *is* the semantics of ~.
apt-move is buggy because it doesn't recognize the new ~-
