Isn't there something wasteful about copying imagecache/res_commandimagelist_lc_* etc. to the user's home directory, and manipulating such large files? Let the power users cache so much stuff, wouldn't regular users be fine with static copies of toolbar images or whatever from /usr? Anyway, that is 3.9MB is just what accumulated on day one. I bet it grows. One goes into options and can reduce the memory used for graphics to "1MB", but that didn't help. But that sort of adjustment up or down should be left to power users anyway.
