Localization files provided by openoffice.org-l10n-ru package contain lots
of question marks in string translations. Looks like data was converted
to utf8 from some other encoding, and in this conversion some letters
hace been changed to '??' instead of proper utf8 representation.

The attached screenshot demonstrates the problem.
Strings that are broken in the screenshot come from
/usr/lib/openoffice/share/registry/res/ru/org/openoffice/Office/Writer.properties
file (they are already broken in that file).

However, only some part of translation is affected. In most places, russian
is ok.
