http://cvs.gnome.org/bonsai/cvsblame.cgi?file=openoffice%2Fpatches%2FOOO_1_1/debian-splash.diff&rev=&root=/cvs/gnome is the patch we are using. If you define BUILD_SPECIAL for your build (whatever that makes ;) ) you have to patch the #if-clause instead the #else one. And then we modified the image (openintro.bmp), put in in our debian/ directory (http://cvs.debian.org/*checkout*/oo-deb/debian/openintro_debian.xcf.uu?rev=1.3&cvsroot=debian-openoffice) convert it into bmp and put the file into offmgr/res.
