I don't know if this should be rep[orted as separate bug or not, but it is definitly related.
Seems that if Vera font is installed, font selection done by this patch (either in current-in-package or in-this-bugreport version of it) does not work. OOo seems to use Vera font for interface instead. Since Vera font does not have cyrillic glyphs, this leads to complete interface shown with little rectangles instead of letters in cyrillic locale.
