Start off with a new computer with no openoffice previously installed. As a normal user, start oopadmin. - Attempting to import a new printer type seems to work, but the printer does not appear in the list of printer types. - After creating the printers and clicking close if you start oopadmin the printers are no longer there. Root can add new printer types. The fix is to start openoffice, which says it is running the setup program but seems bring up the usual window, close it down then re-run oopadmin. It all works fine then.
