The problem is that you are using a full path with the icon name and thus, that icon cannot follow a icon theme.
You should change the icon installation to follow the icon theme specification (at freedesktop.org) so the .png files should be installed at /usr/share/icons/hicolor (perhaps, it's better use the gnome's default icon theme, /usr/share/icons/gnome/) like the .xpm files from openoffice.org package and then, all .desktop files should refer only to the icon name without the path. You can see it working with epiphany-browser and the web-browser.png icon.
