In Tools-Options-Language Settings-Languages, the "Default languages for documents"-Western setting is set to "ABC[tick]English (USA)". I change it to "ABC[tick]English (UK)", and click OK. If I then bring up the same dialog again - whether I quit OO or not - it has changed back to USA.
