OOo 1.1b Question Marks are Apostrophes

Although I have not used it much, OpenOffice 1.1  seems to be working just 
fine here on my debian system.  One quirky little problem though comes up 
when I load an MSWord document.  It displays every apostrophe as a question 
mark.  Any hints?
