I'm afraid this is a problem with some of the langpacks, similar to bug #155487. You can work around it by using dpkg --force-overwrite -i /var/cache/apt/archives/openoffice.org-l10n-ko_1.0.1-5_all.deb That file (arrowhd.soe) is in fact exactly the same, so it doesn't matter that it is overwritten.
