 That's plainly silly :)  LC_ALL overrules all the other settings, so
there is no need to set LC_CTYPE or LANG (which is the general fallback)
if you set LC_ALL.  LC_ALL should just be used for testing purposes and
not used generally.

There are many times when you want it to ignore the rest of the string just
like atof() does.  Oddly enough, Perl calls atof().  How convenient.  :-)
