Looks like it was removed from Ubuntu utopic because it "requires
nepomuk which is being removed".

I would suggest researching if the latest version has migrated to
Baloo and the other the nepomuk replacements.

Once that migration is done you could ask the KUbuntu folks and the
folks who created the PPAs listed below if they would like to join the
Debian Qt/KDE team and package plasma-active for Debian (and Ubuntu).
