Hi Timothy, the business model behind LTS is that the external company Freexian SARL sells subscriptions for Debian Long Term Support,[1] and then hires hourly-paid consultants like me to do the actual work.
Adding ppc64el to LTS is an option you could discuss with Freexian, but this discussion would be about how much you would have to pay for buying this service. LTS builds happen on the regular Debian buildds, I don't think there would be any issues on that side regarding adding ppc64el.
