There is nobody "at" Debian because Debian is not a place or a legal organization. Depending on what you want out of your subpoena, the information might already be publicly available. Otherwise, there *may* be individuals or related nonprofits or large contributing corporations you could ask for certain information, but it's hard to guess who you'd be looking for without an idea of what information you want.
