The relevant claim in eo.pattern is:- % This program can be redistributed and/or modified under the terms % of the LaTeX Project Public License Distributed from CTAN % archives in directory macros/latex/base/lppl.txt; either % version 1 of the License, or any later version. I think "any later version" saves us here. Branden Robinson advised on how to make LPPL 1.3 follow the DFSG clearly, summarised in http://lists.debian.org/debian-legal/2004/07/msg00079.html without obvious dissent. LPPL also appears on the list of main licences I collected at http://www.debian.org/legal/licenses/ So I think the above is fine. If I'm wrong, I hope someone will correct me!
