I do not find it different in practice from a similar clause in the

If the program is interactive, make it output a short notice like this

Gnomovision version 69, Copyright (C) year name of author
Gnomovision comes with ABSOLUTELY NO WARRANTY; for details type `show w'.
This is free software, and you are welcome to redistribute it
under certain conditions; type `show c' for details.
That's not even close to what GPLv2(2c) requires. There's no requirement
for any specific text, just an "appropriate" copyright notice and notice
of lack of warranty. And even this is not required if the program as you
recieved it does not print such text, or the program you modified does not
"read commands interactively when run".
